OBES Report Electronic Submission Changes!

The Ohio Department of Job and Family Services (formerly OBES) is in the process of building a new UC Tax System. As a result of their system upgrade, they are changing the format requirements for submitting the OBES report electronically.

This change will go into effect June 30th, 2006. CMI has the file format specifications known as "ICESA" and will implement these changes in our next PayX update, which is targeted for the second quarter of 2006.

Ohio State Income Tax Rule Changes(Update)

Ohio State Income Tax Rule Changes Does Not Require a Software Update

The new State Income tax tables brought about by the new two-year state budget (HB 66) bill will become effective for pay periods that include January 1, 2006. As stated in our previous July 15th, 2005, News Release. These changes do not involve a physical software update. Check your state tax code setup and compare them with the recent tables posted by the state at http://tax.ohio.gov/divisions/employer_withholding/index.stm if there are any changes that need to be made.

Employer Withholding Tables -- Revised Beginning January 1, 2006

This information release is to advise you that the Ohio Department of Taxation (ODT) has released new employer withholding tables for payrolls ending on or after January 1, 2006. The rates take into consideration the changes to Ohio individual income tax rates enacted in House Bill 66, the state's biennium budget bill for fiscal years 2006-2007. The new employee withholding tables are now posted on ODT's Web site. The tables include the percentage method for calculating withholding as well as biweekly, weekly, monthly, and semimonthly withholding schedules.

The new accuracy standards are to be in place by November 21, 2005.

The OPERS changes involve only the transaction codes. The new/change and terminated/leave transaction codes have been redefined and a new transaction code, additional earnings, has been added. Wadsworth MC to Implement OnLine Access

The Wadsworth Municipal Court is in the process of delivering online access to court case information. The Court will be assisted on this project by Creative Microsystems, Inc. which delivers technology services to local governments. The system will give citizens and other interested parties the convenience of accessing court and case information via the Web. The Court's goal for the project is to create easier ways for an individual to access information. Judge Stephen B. McIlvaine said "Our goal is to provide a user friendly court while being fiscally responsible. This project will accomplish both of those goals by using technology to improve access to information. The system is being paid for by those who use the Court since court costs include a fee to improve technology within the Court." Currently court information is available through a public access terminal located in the lobby area of the Court or via a phone call to the Court. The terminal in the lobby will still be available for those who do not have Internet access, but the new system will allow many others access to this information via simple Web searches without having to go to the courthouse. The online access will increase the efficiency within the Court's office as well since it will reduce phone calls of clerks assisting those wanting information. The system is scheduled to be up and running within the next few months and can be accessed through a link at the Court's web site at www.wadsworthmunicipalcourt.com

Delphos, Ohio To Implement New Utility Billing System

July 11, 2005

The City of Delphos has announced that the City Utilities Department has entered into a contract with an industry-leading Local Government Software firm to provide a new Utility Billing System for the Delphos UtilityDepartment which bills for approximately 3,000 accounts. CMI (Creative Microsystems Inc.), which delivers technology services to Local Governments based in Englewood, Ohio will be implementing the system over the next few months. The system will provide The City with a Windows based system that will streamline operations and give staff the capabilities to upload readings from Automated Meter Reading devices and also give customers the capability to have payments directly withdrawn from their checking or savings accounts. The automated payments process will save the customers time when it comes time to pay their bills and also increase efficiencies within the city office since payments will be posted automatically reducing the chance of error and saving time. Several Delphos Area local governments currently using CMI Services to operate their entities efficiently include St. Mary's, Wapakoneta, Paulding, New Bremen, North Baltimore and Napoleon among others.

Franklin County Department of Sanitary Engineering Brings Increased Customer Service Initiative to Customers Via the Internet

Franklin County Ohio Sanitary Engineering Department has recently brought on-line access to customer account information. The new system gives customers the convenience of accessing account information as well as making secure payments via the web. When the project began the department's goal was to create easier ways for their customers to do business with them. With many of the customers living outside of the downtown Columbus area where the Sanitary Billing Offices are located it was inconvenient for them to come downtown to make payments or review account information. The on-line access gives customers information regarding their accounts without having to make the trip downtown. This system also increases efficiency within the office since it will reduce phone calls and also allow for an electronic importation of customer information directly into the billing system reducing the chance of data entry errors and saving valuable time. CMI (Creative Microsystems Inc.), which delivers technology services to Local Governments was the County's technology partner with the project. Several other Franklin County Area Cities that utilize CMI Utility Billing Systems to operate their departments efficiently; include City of Delaware, City of Gahanna, City of Reynoldsburg, City of Pickerington, City of Lancaster and City of Groveport among others.

Ohio Business Gateway(OBG)Compliant Software

CMI to release updated Tax software to comply with new Ohio Business Gateway. Under House Bill 95 and ORC 718.051 Ohio Municipalities are required to certify an OBG profile that includes information about the municipality's taxes, contacts, and banking partners.

The State of Ohio has set up a website called the Ohio Business Gateway that allows for businesses, who often have to file forms with several cities, to complete one form listing payments to multiple cities and make one payment to the state. The state in turn distributes the payments to the respective municipalities through an Automated Clearing House(ACH) transaction process. CMI, a leading provider of Local Income Tax collection software within The State of Ohio, has updated our software to accept this information in an efficient format saving our users time in handling these new requirements.

Taxing authorities have the option of receiving this information from the state in a couple of different formats.

  1. A paper report format that allows the entity to key in the information into
    CMI Tax application.
  2. An electronic file that CMI will import the data into the Tax Application to
    create the appropriate transactions. This will save the taxing agency the
    manual keying process.

These changes will be made a part of the TAX application under the client's annual maintenance fees and are completed at no charge to our clients. Ohio Police & Fire Pension Reform

CMI to release Payroll (PAYX) updated software to comply with new electronic reporting requirements for Ohio Police and Fire Pension Reform. Under Senate Bill 133 (Pension Reform) the Ohio Police and Fire (OP & F) members will be required to use new electronic reporting formats. This change will only affect those entities who do this reporting electronically and not those who use paper reporting format.

The OP & F will be distributing packets to all members containing information on the new pension-reporting standard. These packets contain new pay types, agreement code(s) and pickup type(s) and may require users to change PFDPF pay code table. Clients who report this information electronically should notify CMI so we can make the updates available to you. These new reporting standards will be required for the April 2005 payrolls that are to be reported by the end of May 2005. CMI will make these programming changes available to clients in mid-May.

These changes are made a part of the PAYX application under the client's annual maintenance fees and are completed at no charge to our clients. New Ohio CMI clients will receive the updates as part of their initial software implementation.
